Amends Section 19-23-11 of the Mississippi Code to restrict when county prosecuting attorneys may present matters to the grand jury.

County prosecuting attorneys may only present matters to the grand jury with written consent of the district attorney or senior circuit judge whose jurisdiction encompasses the county.

Restricts grand jury presentations by county prosecuting attorneys to times when the district attorney is absent from the county.

Maintains county prosecuting attorney responsibilities for felony investigations before justice court judges, county court prosecutions, and all misdemeanor cases.

Takes effect upon passage.
