Creates a crime for selling, transferring, marketing, or giving away human or synthetic urine with intent to defraud drug or alcohol screening tests.

Prohibits possessing or selling adulterants (including bleach, chromium, nitrite, sodium nitrite, and 11 other specified substances) with intent to adulterate urine samples for drug or alcohol tests.

Establishes a rebuttable presumption of intent to defraud if heating elements or instructions for defeating drug tests accompany the sale or distribution of urine.

First conviction is a misdemeanor punishable by a fine up to $1,000, imprisonment for 6 months, or both; second or subsequent conviction is a felony with fines up to $5,000 and imprisonment up to 3 years.

Takes effect July 1, 2020.
