Prohibits landlords from refusing to lease property, expelling tenants, or discriminating in rental terms, conditions, or fees based on a tenant's source of income.

Defines "source of income" to include Section 8 Housing Choice Voucher assistance, public assistance, emergency rental assistance, veterans benefits, social security, and other federal, state, or local assistance programs.

Requires landlords to subtract rent vouchers or subsidies from monthly rent before calculating whether prospective tenants meet income threshold requirements.

Prohibits landlords from publishing notices, statements, or advertisements indicating preference or discrimination based on reliance on government or private assistance programs, grants, loans, or income from lawful occupations.

Establishes violations as unlawful housing discrimination practices enforceable by court in the same manner as existing state and federal housing discrimination laws; effective July 1, 2020.
