Reduces simple possession of 30 grams or less of marijuana to a civil penalty not exceeding $100, deposited to the municipality or county general fund, instead of criminal prosecution.

Allows enforcement by summons if the offender provides satisfactory proof of identity and written promise to appear, rather than requiring arrest.

Second conviction within 2 years becomes a misdemeanor with $250 fine, up to 60 days in county jail, and mandatory drug education program participation.

Third or subsequent conviction within 2 years is a misdemeanor with $250-$1,000 fine and up to 6 months county jail confinement.

Grants municipal courts jurisdiction over civil offenses to enforce these new penalties.
