• Directs the Department of Corrections to convert four restitution centers (Greenwood, Flowood, Hinds County, and Pascagoula) to operate as post-release reentry centers for individuals eligible for release who lack immediate access to housing or support services.

• Limits post-release reentry center stays to 90 days or until alternative housing becomes available, whichever is shorter, and prohibits detention of otherwise eligible individuals for refusing placement.

• Requires the Department of Corrections to provide comprehensive supportive services including counseling, job training, housing assistance, health care, educational services, and substance abuse treatment for post-release reentry center residents.

• Repeals Sections 99-37-19 and 99-37-21 authorizing the establishment and operation of restitution centers.

• Brings forward multiple related sections of Mississippi Code for possible amendment regarding sheriff duties, sex offender registration, corrections department functions, and probation violations procedures.
