Changes the presidential preference primary election date from the second Tuesday in March to the first Tuesday in February 2024 and every four years thereafter.

Moves the first primary election for congressmen and senators (when a political party conducts a presidential preference primary) to the first Tuesday in February, with any necessary second primary held three weeks later.

Requires state executive committees to establish delegate selection procedures at least 90 days prior to the first Tuesday in February (instead of second Tuesday in March) in presidential election years.

Changes the candidate assessment payment deadline for statewide offices to January 10 (instead of 60 days before the presidential preference primary) in years when a presidential preference primary is held.

Changes the petition filing deadline for presidential preference primary candidates from January 15 to January 10 of the election year.
