Mail-in absentee ballots must be postmarked by the date of the election and can be received up to five business days after the election (previously had to be received by 5:00 p.m. the day before the election).

Absentee ballots received after the five business day deadline shall be handled under Section 23-15-647 and will not be counted.

For runoff elections, the registrar must mail absentee ballot applications and runoff ballots together to absent voters.

The registrar must send absentee ballots to absent voters within 24 hours or as soon as ballots are available.

The act takes effect July 1, 2020.
