Authorizes qualified electors to vote early between 21 and 5 days before an election at the registrar's office or a designated location.

Early voting hours are weekdays 8:00 a.m. to 5:00 p.m. (until 7:00 p.m. the last two days) and one Saturday from 8:00 a.m. to 4:00 p.m.; registrars must publish notice at least 25 days before the election.

Early votes are final and announced simultaneously with election day votes; candidates may be present and challenge voter qualifications using the same procedures as on election day.

Prohibits voters from casting absentee ballots at the registrar's office during the early voting period; absentee ballot eligibility requires absence from the county on all days early voting is conducted.

Secretary of State must promulgate rules and regulations to implement early voting; effective July 1, 2020.
