Authorizes sheriffs and deputies to use radar speed detection equipment on county-maintained public roads and highways located outside municipal corporate limits.

Requires radar-equipped roads to be under county board of supervisors jurisdiction for maintenance and construction.

Prohibits operation of radar speed detection equipment at "speed traps," defined as highway sections with speed limits not supported by engineering and traffic surveys conducted within the past 10 years, unless the limit conforms to state or federal law requirements.

Exempts posted school zones and local streets (40 feet or less wide, half-mile or less uninterrupted length, one traffic lane per direction) from speed trap restrictions.

Takes effect July 1, 2020.
