Amends Section 93-1-17 of the Mississippi Code to authorize judges of United States District Courts for the Northern and Southern Districts of Mississippi to solemnize marriages anywhere in the state

Expands existing marriage solemnization authority to include United States Circuit Court judges, United States magistrate judges, and United States Bankruptcy Court judges with duty stations in Mississippi

Requires that federal judges authorized to perform marriages must have a duty station located in Mississippi to exercise this authority

Maintains existing authority for state judges, religious leaders, justices of the peace, and board of supervisors members to solemnize marriages within their respective jurisdictions

Takes effect July 1, 2020
