Establishes a secure internet website through the Secretary of State to allow qualified electors to register to vote online and update existing registration information.

Requires the Secretary of State and Department of Public Safety to verify applicant identity by matching driver's license or photo ID information, name, and date of birth before registration is approved.

Sets a 30-day voter registration deadline before elections, with county registrars required to process online applications and provide written approval within 14 days, including voter registration number and polling place information.

Allows online applications to be rejected for incomplete information, inability to determine precinct, applicant ineligibility, failed identity verification, or if applicant is already registered; rejected applicants must receive written notice and can re-apply in person or by mail.

Effective July 1, 2020.
