Authorizes qualified electors to vote early during a 21-day period before election day at the county registrar's office, ending at 12:00 p.m. on the Saturday before the election.

Requires early voters to present acceptable photo identification and sign a receipt book before casting ballots in the same manner as election day voting.

Establishes registrar office hours for early voting as 8:00 a.m. to 5:00 p.m. on weekdays, with extended hours during the final week before election day (lunch hour and 5:00 p.m. to 7:00 p.m.).

All votes cast during early voting are final and shall be announced simultaneously with election day votes; candidates may be present to challenge voter qualifications as permitted on election day.

Directs the Secretary of State to promulgate rules and regulations for implementing early voting and becomes effective July 1, 2020.
