Authorizes the Secretary of State to enter into a memorandum of understanding to compare the Statewide Elections Management System with federal and state databases to identify non-U.S. citizens registered to vote.

Requires the registrar to notify any registered voter identified as potentially not a citizen and give them 30 days to provide proof of citizenship including birth certificate, U.S. passport, naturalization documentation, or documents recognized under the federal Immigration Reform and Control Act of 1986.

Directs the registrar to purge a voter from the system if proof of citizenship is not provided within 30 days of notification.

Allows voters unable to provide documentation to appeal to the county board of election commissioners, which shall conduct a hearing and determine citizenship status.

Makes all citizenship documentation and relevant database records confidential and not available for public inspection; effective July 1, 2020.
