Requires board members of community public water systems (excluding those in municipalities with population over 10,000) elected after June 30, 1998 to complete a minimum of 8 hours of management training within 2 years of election, or face removal from the board.

Training must cover water system management and financing, rate setting, operations and maintenance, applicable laws and regulations, ethics, and board member duties and responsibilities, organized by the State Department of Health in cooperation with the Mississippi Rural Water Association.

Authorizes the Mississippi Rural Water Association and other training organizations to charge a fee of $75 per member plus the cost of manuals and materials, with costs reimbursed as an expense of the community public water system.

Requires 2 officers from each board (including the legally responsible official, mayor, president, and vice president) to obtain an additional 4 hours of updated and advanced training within a four-year period, with a fee of $25 per member plus material costs.

Takes effect July 1, 2020.
