Removes the Department of Information Technology Services' control and oversight authority over the Wireless Communication Commission's operations and decision-making.

Transfers administration of the Integrated Public Safety Communications Fund from the Department of Information Technology Services to the Wireless Communication Commission.

Eliminates requirements for the commission to consult with or obtain approval from the Department of Information Technology Services for purchasing, system policies, and fund expenditures.

Changes the Senate advisory board committee reference from "Public Utilities" to "Energy" Committee.

Takes effect July 1, 2020.
