Amends Section 47-5-931 to authorize the Governor and Commissioner of Corrections to increase administratively the number of offenders who can be placed in regional correctional facilities.

Expands list of county regional facility combinations required to house state inmates, including provisions for any contiguous county with an unapproved jail to participate in regional facilities.

Increases the per diem rate for housing offenders from $29.74 to $31.00 per day, with authorization for 3% annual inflation adjustments.

Authorizes the Department of Corrections to reimburse regional facilities up to $6.25 per day per offender for contract medical services.

Takes effect July 1, 2020.
