Amends Section 77-3-29 of the Mississippi Code to apply provisions of the Mississippi Broadband Enabling Act to investor-owned electric public utilities.

Grants investor-owned electric utilities the rights and protections under Section 77-17-11 to provide broadband services on a wholesale basis using their electric delivery systems.

Applies the amendment to investor-owned public utilities whose electricity rates are subject to Mississippi Public Service Commission jurisdiction.

Limits the broadband authority to wholesale provision of services and subjects utilities to limitations in Section 77-17-9.

Takes effect upon passage.
