Amends Section 47-5-24 of Mississippi Code to revise minimum qualifications for the Commissioner of Corrections appointed by the Governor with Senate consent.

Commissioner may possess a master's degree in corrections, criminal justice, guidance, social work, or related field with at least 6 years full-time corrections experience (including 3 years in management); or a bachelor's degree in those fields with at least 10 years full-time corrections work (5 years in management).

Adds alternative qualification allowing candidates with relevant experience in fiscal management in the private or public sector, without specifying degree requirements.

Requires the Commissioner to execute a $250,000 bond upon assuming office, with premium costs paid by the state from the department's support and maintenance fund.

Takes effect upon passage.
