MS SB2703

Creates a separate felony offense for possessing, furnishing, or attempting to furnish cell phones or their components (SIM cards, chargers) to confined offenders, distinct from other contraband violations.

Establishes penalties of 3-7 years imprisonment and fines up to $10,000 for cell phone contraband violations, compared to 3-15 years and up to $25,000 for other contraband offenses under Section 47-5-193.

Authorizes circuit courts to issue orders disabling contraband cell phone service from carriers.

Applies to officers, employees of correctional facilities, and any person or offender involved in bringing phones into state correctional facilities or county jails.

Takes effect July 1, 2020.
