Requires municipal officials (mayors, aldermen, commissioners, council members) elected or appointed for terms beginning July 1, 2020 or later to complete an approved training course before taking office.

Establishes the Mississippi Municipal Training and Development Committee composed of one member from the Stennis Institute of Government at Mississippi State University (serving as chairperson) and two members designated by the Mississippi Municipal League.

Mandates the "Municipal Official Training Course" consisting of 8 hours of basic training covering municipal finance, emergency management, zoning and planning, local and private laws, and state/federal government interactions.

Requires all municipal officials to complete an annual "Continuing Education Course for Municipal Officials" consisting of 3 hours of training after taking office.

Applies only to incorporated municipalities with a population of at least 10,000 residents and takes effect July 1, 2020.
