Defines "single-use plastic straw" as a disposable tube made primarily of plastic (petroleum or biologically-based polymers) used to transfer beverages, excluding straws made from paper, pasta, sugar cane, wood, or bamboo.

Defines "food establishment" as any business in Mississippi that sells or prepares food directly to consumers, including restaurants, cafes, bars, grocery stores, food stands, and catering operations.

Prohibits food establishments from providing single-use plastic straws to consumers unless the consumer requests one.

First and second violations result in a notice of violation from the State Department of Health; subsequent violations incur civil fines of $25 per day (capped at $300 annually).

Becomes effective July 1, 2020.
