Amends Mississippi Code sections governing the Title V air operating permit program fee system to ensure more efficient fund management and equitable fee collection.

Requires fund balance at fiscal year-end not to exceed 33% of projected annual administration costs, with assessment rates adjusted downward if necessary and prohibition on fees that would result in fund balance exceeding annual administration costs.

Modifies the Advisory Council's role to recommend equitable fee systems and appropriate fee schedules annually, with the commission setting fees by order following Advisory Council recommendations and public hearing.

Simplifies fee assessment procedures by removing emission rate caps and detailed calculation methodologies, allowing the commission to establish annual fee schedules sufficient to cover Title V program costs.

Establishes effective date of July 1, 2020, and clarifies that collected fees shall not reduce General Fund appropriations to the Department of Environmental Quality.
