Allows motorboat operators to tow water skiers without an on-board observer if the boat is equipped with a wide-angle rearview mirror of at least 78 square inches with 170-degree field of vision, or to use a capable observer at least 10 years old.

Requires all water skiers and persons on similar towed devices to wear a properly secured Type I, II, III, or V U.S. Coast Guard-approved personal flotation device.

Mandates personal watercraft towing water skiers have mirrors mounted on both right and left sides, each at least 2.5 inches high and 4 inches wide.

Maintains prohibition on towing water skiers in a manner that endangers life or property, and requires reasonable distance from other vessels, people, and property.

Effective July 1, 2020.
