Expands nonadjudication eligibility to include misdemeanor domestic violence cases in circuit, county, justice, and municipal courts, allowing plea withholding pending successful completion of court-imposed conditions.

Adds evidence-based programs and controlled pilot studies designed to reduce recidivism as allowable court conditions, which may be community-based or institutionally-based and target identified risk factors.

Extends nonadjudication eligibility to justice and municipal courts for all misdemeanor cases (other than crimes against the person), matching authority previously limited to circuit and county courts.

Maintains existing restrictions prohibiting nonadjudication for repeat offenses, trafficking of controlled substances, and violations of the Mississippi Implied Consent Law.

Takes effect July 1, 2020.
