Creates a definition of acceptable "photo identification" under Mississippi law to include valid tribal identification cards issued by federally recognized Indian tribes containing a color photograph, legal name, residence address, and date of birth.

Establishes new crime of counterfeiting, fraud, or misrepresentation related to tribal identification cards, with penalties ranging from $500 and six months imprisonment for misdemeanors to $5,000 fine and three years imprisonment for felonies when committed by adults.

Amends 13 existing state code sections to recognize tribal identification cards as valid proof of identity for purposes including lottery ticket purchases, concealed carry licenses, hunting and fishing licenses, alcohol purchases, pawnshop transactions, marriage licenses, and scrap metal sales.

Conforms definitions of "personal information" in security breach and computer crime statutes to include tribal identification card numbers alongside driver's license and state ID numbers.

Takes effect July 1, 2020.
