• Establishes the Mississippi Emergency Communications Authority as a state instrumentality within the Mississippi Emergency Management Agency to administer emergency communications services and oversee implementation of statewide Next Generation 911 (NG911) services.

• Levies emergency communications service charges of $1.00 per residential telephone line monthly, $2.00 per commercial line, $2.00 per VoIP account, $2.00 per CMRS connection, and $2.00 per prepaid wireless service purchased in retail transactions.

• Creates a Board of Governance with 13 voting members appointed by the Governor and Lieutenant Governor from various emergency services, government, and telecommunications stakeholder organizations to oversee the Authority's operations.

• Requires service providers to collect and remit charges to the Department of Revenue, with a minimum 70% of collected funds distributed monthly to Emergency Communications Districts for PSAP operations and capital improvements, and up to 30% allocated to the NG911 Fund for infrastructure development.

• Repeals seven existing sections of Mississippi Code related to the Commercial Mobile Radio Service Board and previous emergency telephone service charge provisions, effective July 1, 2020.
