Requires the Mississippi Department of Motor Vehicles to provide online submission of commercial driver's license (CDL) renewal applications for applicants who do not need a hazardous materials endorsement.

Excludes online renewal for applicants seeking to retain or obtain a hazardous materials endorsement, who must still complete the written test, security threat assessment, and in-person procedures required by federal regulations (49 CFR Part 1572).

Allows electronic transmission of medical certification cards and permits the department to charge a vendor convenience fee not to exceed $2.50 per transmission.

Takes effect October 1, 2020.
