Declares all federal acts, laws, orders, rules, and regulations that infringe on Second Amendment rights or Article I, Section 12 of the Mississippi Constitution invalid, unrecognized, and without effect in Mississippi.

Specifically targets federal laws ordering confiscation of firearms, firearm accessories, or ammunition from law-abiding citizens.

Directs state courts and law enforcement agencies to protect the rights of law-abiding citizens to keep and bear arms and prevent such federal infringements.

Prohibits any public officer or employee of Mississippi from enforcing federal firearm confiscation laws and makes federal officials who attempt enforcement guilty of a misdemeanor.

Grants Mississippi citizens subject to firearm confiscation enforcement efforts a private cause of action for declaratory judgment and damages against those attempting enforcement, effective July 1, 2020.
