Amends Mississippi Code sections 73-77-5, 73-77-7, and 73-77-9 to make Fresh Start Act provisions apply "notwithstanding any other provision of law," overriding conflicting statutes and regulations.

Prohibits licensing authorities from disqualifying applicants solely based on prior criminal convictions unless the crime directly relates to the duties and responsibilities of the licensed occupation.

Requires licensing authorities to eliminate vague or generic disqualification terms such as "moral turpitude," "any felony," and "good character" from rulemaking, and consider only criminal records specifically related to the occupation.

Establishes procedures for individuals with criminal records to petition licensing authorities for determinations on disqualification, with 30-day response requirement and maximum $25 petition fee; denials must be provided in writing with reasons and right to hearing.

Exempts bar admission and reinstatement procedures for attorneys from these provisions; allows existing board procedures for hearings and appeals codified as of January 1, 2020 to supersede Fresh Start Act requirements; effective July 1, 2020.
