Allows the Department of Finance and Administration to utilize the construction manager at-risk method of project delivery for state construction projects under Section 31-7-13.2.

Permits the department to require the construction manager to procure all resulting construction contracts necessary to complete the project after the manager is initially procured through competitive selection.

Exempts all construction contracts between the manager and contractors from Mississippi's public bidding law requirements (Section 31-7-13).

Adds construction manager at-risk contracts to the list of exceptions from bidding requirements in the state purchasing law.
