Creates a special decal system issued through county tax collectors for vehicles owned by Mississippi residents with health conditions or disabilities that impair communication with law enforcement.

Requires initial applications and renewals to include certification from a Mississippi licensed physician or psychologist stating the applicant, or their child, parent, or spouse has a condition impairing communication with law enforcement that will last at least five years.

Designates all applicant information supplied to the Department of Revenue or county tax collectors as confidential and prohibits disclosure to any person.

Mandates the Board on Law Enforcement Officer Standards and Training establish regulations requiring at least six hours of mental health and behavioral training in initial officer certification and at least one hour in continuing education to help officers recognize conditions like autism and Asperger's syndrome.

Takes effect January 1, 2021.
