Directs the State Personnel Board to increase annual compensation for state service employees earning less than $50,000 by 10% effective July 1, 2020.

Increases annual compensation for state service employees earning $50,000 or more by 5% effective July 1, 2020.

Caps employee salary increases at the compensation level of the employee's agency executive head if the increase would exceed that amount.

Requires the State Personnel Board to increase job classification end steps if necessary to allow employees to receive their full entitled salary increase without exceeding current step maximums.

Directs the Legislature to appropriate funds necessary to provide the compensation increases.
