Authorizes the University of Mississippi Medical Center and any other state agency to donate surplus medical supplies and equipment to nonprofit organizations for distribution to charitable organizations and clinics.

Requires executive directors or authorized designees of recipient organizations to sign a waiver of liability protecting the State of Mississippi and UMMC from claims.

Specifies that donated medical supplies and equipment are provided "as-is" without any warranty.

Maintains existing authorization for UMMC to donate frozen or properly preserved food to charitable facilities and organizations.

Effective July 1, 2020.
