Authorizes the Department of Finance and Administration to transfer up to $1,000,000 in available bond funds to each community college that requests exemption from departmental control over repair, renovation, and improvement of existing facilities.

Community colleges receiving transferred funds must comply with all applicable state statutes related to purchasing and undertaking repairs, renovations, and improvements to existing facilities, including utility infrastructure, HVAC systems, and furniture and equipment replacement.

Effective date is July 1, 2020.
