Mississippi Department of Finance and Administration shall employ consultants to conduct disparity studies on minority, socially disadvantaged, and small business participation in four programs: employer-based lines of credit, small contractor performance bond exemptions, industrial hemp production, and child care tax credits.

Department must submit a report to the Governor and Legislature by January 1, 2021 detailing efforts to serve minority, socially disadvantaged, and small business owners in these programs.

Report shall include recommendations on how to improve opportunities for these business categories in the four specified programs.

Implementation is contingent on availability of appropriated funds.

Act takes effect July 1, 2021.
