Amends Mississippi Code Section 37-151-7 to require that at least 25% of any increase in State General Fund revenue over the previous fiscal year (as determined by the annual sine die revenue estimate) be appropriated toward the Mississippi Adequate Education Program (MAEP).

Applies the 25% dedication requirement to any fiscal year where projected state revenue exceeds the previous year's revenue.

Takes effect July 1, 2020.
