Exempts Department of Corrections personnel actions from State Personnel Board rules and procedures through July 1, 2021, giving the Commissioner flexibility for departmental realignment while classifying all employees as nonstate service during this period.

Requires employees hired after July 1, 2020, by the Department of Corrections to meet State Personnel Board employment criteria.

Mandates the Commissioner of Corrections consult with the Attorney General before taking personnel actions to ensure compliance with applicable state and federal law.

Requires exempted agencies to file annual reports to the Lieutenant Governor and legislative committees detailing employee salary increases, dismissals, and new hires with starting salaries.

Brings forward existing Mississippi Code sections 47-5-8, 47-5-10, 47-5-20, 47-5-23, 47-5-24, 47-5-26, 47-5-28, 47-5-30, 47-5-47, 47-5-49, 47-5-54, 47-5-99, 47-5-103, and 47-5-355 related to corrections department operations and employee management.
