Amends Section 93-11-103 of the Mississippi Code to require child support withholding orders to comply with the federal Consumer Credit Protection Act's withholding limits under 15 USCS 1673.

Specifies that amounts withheld from lump-sum payments (such as severance pay) for child support arrearages must comply with the Consumer Credit Protection Act, 15 U.S.C. Chapter 41.

Maintains existing provisions requiring withholding orders to direct payors to withhold current support amounts plus an additional 15% for delinquency until full payment of arrears.

Clarifies that withholding orders cannot exceed the limits allowed under Section 303(b) of the Consumer Credit Protection Act.

Takes effect July 1, 2020.
