Defines "interfacility transfer" as transportation of a patient between healthcare facilities by ambulance or invalid vehicle service providers.

Prohibits ambulance and invalid vehicle service providers, along with healthcare facilities, from discriminating in patient transportation based on the patient's payor payment status.

Prohibits ambulance service providers and invalid vehicle service providers from solely participating in nonemergency, interfacility transfers.

Authorizes the State Board of Health to promulgate regulations to enforce these provisions.

Effective date: July 1, 2020.
