Creates a 13-member study committee comprising the Chairman of the Senate Finance Committee, five additional Senate members, the Chairman of the House Ways and Means Committee, five additional House members, and one non-voting Department of Revenue representative to investigate the feasibility of establishing a Mississippi Liquor Distribution Corporation.

Committee shall examine the advisability of creating the corporation as a wholesale distributor and seller of alcoholic beverages, including the corporation's duties, board structure, authority to charge fees, and relationship to the existing Alcoholic Beverage Control Division.

Committee must study governance and operational matters including board membership and duties, president appointment and duties, personnel policies, procurement authority, conflicts of interest, and financial management through a corporate operating account.

Requires the corporation to maintain public financial statements, submit quarterly and annual reports to the Joint Legislative Budget Committee, undergo annual independent audits, and comply with state ethics and public records requirements.

Study committee appointments must be made within 30 days of the act's effective date, and the committee shall be dissolved on or before January 1, 2021.
