Direct the Mississippi Division of Medicaid to apply for a CMS waiver to provide services to disabled children age 18 and under living at home who would be eligible for SSI or state supplemental payments if institutionalized.

Establish eligibility criteria including U.S. citizenship, Mississippi residency, Social Security number, annual gross countable income below the Medicaid long-term care income limit, countable assets not exceeding $2,000, and medical necessity for institutional placement or risk thereof.

Authorize the division to determine medical necessity based on conditions requiring institutional care (hospital, skilled nursing facility, intermediate care facility) or services that improve, maintain, or prevent deterioration of a child's health.

Permit cost-sharing requirements for individuals with household income exceeding 300% of the Federal Poverty Level and allow the division to require maintenance of other creditable health insurance coverage at higher income thresholds.

Exempt existing contracts necessary to implement the program from state procurement laws for up to three years; prohibit the division from entering into new contracts under this authority.
