Extends the exemption period for the Department of Human Services and Department of Child Protection Services from Mississippi Department of Information Technology Services (MDITS) regulations from July 1, 2020 to July 1, 2023.

Extends the exemption period for these same departments from State Personnel Board regulations from July 1, 2020 to July 1, 2023, allowing employees to be classified as nonstate service during this extended period.

Requires the exempted departments to notify MDITS of proposed technology actions and allows MDITS fourteen (14) days total to provide recommendations, though MDITS cannot disapprove proposed actions.

Mandates that exempted departments file annual reports with the Lieutenant Governor and legislative committees detailing employee salary increases, dismissals, and new hires.

Requires the Executive Director of Human Services and Commissioner of Child Protection Services to consult with the Office of the Attorney General before taking personnel actions to ensure compliance with applicable state and federal law.
