Establishes the Mississippi Comprehensive Addiction Recovery Center Grant Program under the State Department of Mental Health to award grants and certifications for establishing and operating comprehensive addiction recovery centers.

Requires grant applicants to meet criteria including insurance credentialing, community outreach capabilities, full continuum of treatment services (including medication-assisted treatment, residential care, inpatient hospitalization, and peer support), secure electronic health records, family support services, and job training partnerships.

Mandates grant recipients submit annual reports by October 15 detailing programs funded, health outcomes, recovery measures for housing and employment, and intervention effectiveness, with outcomes data available to state government bodies.

Creates the Mississippi Comprehensive Addiction Recovery Center Fund in the State Treasury funded by legislative appropriations, state/federal grants, investment interest, and donations, with unused funds not reverting to the General Fund.

Authorizes the Department of Mental Health to use up to 1.5% of grant monies for program administration and requires grant recipients to certify non-discrimination in employment; takes effect July 1, 2020.
