Amends domestic abuse protection order statutes to allow actions against Mississippi National Guard members to be brought in state military courts, with venue for such actions limited exclusively to military courts.

Creates a Mississippi Veterans Honor Medal Program administered by the State Veterans Affairs Board to honor honorably discharged Mississippi veterans, with the program to be revenue neutral through medal sales.

Exempts electric and hybrid vehicles owned by disabled veterans and spouses of deceased disabled veterans from the annual vehicle tax if the vehicles are exempt from ad valorem taxation.

Extends full faith and credit recognition to domestic abuse protection orders issued by state military courts, treating them the same as orders from other jurisdictions.

Effective date is July 1, 2020.
