Requires licensing authorities to grant occupational licenses to applicants who complete an apprenticeship, pass any required examination, and pay applicable fees, effective July 1, 2020.

Prohibits licensing authorities from imposing stricter requirements on apprenticeship applicants than traditional applicants, including examination passing scores, licensing fees, and hour requirements.

Directs the Mississippi Department of Education to adopt policies allowing students in grades 7-12 to earn elective credit toward graduation for completing alternative courses, programs, or apprenticeships provided by sponsoring organizations.

Requires the Department to accept applications from parents by September 1, 2020, and automatically approve applications if not approved or rejected within 45 days.

Mandates the Department submit an annual report to the Senate and House Education Committee Chairmen by December 1 detailing each school district's progress in providing alternative courses, programs, and apprenticeships.
