Amends Section 37-29-65 and codifies Section 37-29-701 of Mississippi Code to establish the composition and selection process for the Hinds Community College District Board of Trustees.

Creates a 14-member board representing five counties: Hinds County (6 members), Claiborne County (2 members), Rankin County (2 members), Warren County (2 members), and Copiah County (2 members).

Requires county boards of supervisors to elect board members from county residents, with each county's superintendent of education designated as one member, though superintendents may decline to serve in writing.

Establishes five-year terms for board members, with staggered initial terms of five, four, three, two, and one year to prevent multiple retirements in a single year.

Allows current Hinds Community College District board members to complete their existing terms without interruption and takes effect upon passage.
