Requires children aged 13 and younger to wear ASTM F1163-15 certified equestrian safety helmets when riding equines on publicly owned or controlled property (excluding public roads) beginning July 1, 2020, with the age requirement increasing incrementally by one year each July 1 through 2024, ultimately covering children 17 and younger.

Parents, guardians, or persons with legal responsibility for a child in violation face a $75 fine upon conviction; the citation is issued to the adult rather than the child.

Requires equine rental businesses and equine activity sponsors operating on public property to post a warning sign stating "MISSISSIPPI LAW REQUIRES CERTAIN CHILD RIDERS TO WEAR AN APPROVED HELMET WHEN RIDING AN EQUINE ON PUBLIC PROPERTY" with letters at least one inch in height, with a $100 fine for failure to post.

Defines "approved helmet" as meeting or exceeding ASTM F1163-15 equestrian helmet standards and "equine activity" to include shows, camps, competitions, rodeos, and various riding disciplines.
