Expands authority to establish parking and business improvement areas to include counties and county-municipality combinations, in addition to municipalities previously authorized.

Allows a nonprofit corporation to serve as an advisory board instead of requiring a five-member board of professional businessmen.

Requires the resolution of intention to specify the proposed amount, method, and basis of the initial tax rate increase, with breakdown by business class if applicable.

Mandates that ordinances establishing areas include a statement that the governing authority will not decrease publicly funded services in the area after establishment.

Allows disestablishment of an area if businesses paying a majority of the additional tax protest the area, and permits boundary and purpose modifications through resolution or ordinance procedures.
