Amends Section 83-9-5 of Mississippi Code to authorize the Commissioner of Insurance to resolve disputes between health care providers and insureds regarding assignment of benefits and billing practices.

Requires insurers to pay clean claims within 25 days for electronic submissions and 35 days for paper submissions, with interest accruing at 3% per month on unpaid benefits after the due date.

Establishes administrative penalties ranging from $10,000 to $200,000 depending on the percentage of clean claims an insurer fails to pay timely during a calendar year.

Prohibits health care providers from billing insureds for amounts above insurance payments, except for deductibles, coinsurance, copayments, or noncovered services requested by the insured.

Requires the Commissioner of Insurance to adopt rules and regulations necessary to enforce the assignment of benefits and billing provisions.
