Extends the deadline for the Mississippi Development Authority (MDA) to issue certificates approving tourism project participants in the Tourism Project Sales Tax Incentive Program from July 1, 2020 to July 1, 2023, except for cultural retail attractions which remain capped at July 1, 2014.

Adds three new categories of locations eligible for reduced minimum investment requirements in full-service hotels: counties with the Saenger Theater and a state institution of higher learning's main campus, and the downtown historic district containing the NWCC Performing Arts Center, lowering the per-room minimum investment from $200,000 to $150,000.

Introduces a new tourism project classification for attractions in Mississippi River border counties that include Interstate 69 and U.S. Highways 3, 4, and 61, with a minimum $100 million investment and urban renewal plan covering at least 2,000 acres.

Freezes all certificates issued for cultural retail attraction tourism projects at their last approved date, prohibiting any alterations or extensions to existing cultural retail attraction approvals.

Clarifies that approved project costs for cultural retail attractions include only costs incurred after January 1, 2011, and cannot increase regardless of actual costs incurred.
